Description: The Mello-Roos Community Facilities Act of 1982 allows for the levy of a special tax to generate funding for a broad range of facilities and eligible services, such as police protection. In February 2013, the City Council approved the formation of the new citywide Community Facilities District (CFD) for police services. The new Police Services CFD is a mechanism for developers to use to meet conditions of approval for their projects as they relate to funding police services. All new development projects will be required to annex into the Police Services CFD. The revenues collected from the CFD are to be used solely for the purpose of obtaining, furnishing, operating and maintaining police protection equipment or apparatus, for paying the salaries and benefits of police protection personnel, and for such other police protection service expenses as deemed necessary for the benefit of residents in the CFD. Parcels located within the boundaries of the Police Services CFD will not be subject to the special police tax assessed to parcels outside the boundaries of the CFD.
